Opposing the ESA Voucher Bill

February 2024: Keep public dollars in our public school system.

"As a long-time public education reform and community advocate, I must oppose the education savings account bill. While I appreciate the intention to address educational disparities, the proposed ESA bill, Senate Bill 233, will divert critical funding away from traditional and charter public schools that serve as lifelines for many underprivileged students, disproportionately impacting Black and brown students. The students in our community who need the most support are low-income and minority students, not students whose families can afford their children to private and parochial schools.


Instead of supporting initiatives that could potentially exacerbate inequities, I urge the legislature to focus on investing in and improving our public education system to ensure that every child, regardless of their background, has access to quality education and equal opportunities for success. That is why I support and will fight for:

-Paying teachers in Georgia higher salaries so we recruit and retain the best of the best in our classrooms;

-Updating our old and antiquated Quality Basic Education funding formula to provide additional funding to schools with high proportions of economically disadvantaged students;

-Expanding HOPE and Pre-K to provide students more opportunities post-high school and earlier on in their development; and 

-Ensuring public charter schools have adequate facilities so all of our students are educated in conducive learning environments. 


I look forward to bringing my expertise as a former teacher, principal, and government official to the Senate as the next State Senator from the 38th District so we can get to work on providing a world-class education to all students across Georgia."


Campaign Launch

January 16, 2024

Democrat RaShaun Kemp, a dedicated public servant and public education advocate, announces a strategic decision to shift his focus from Georgia House District 61 to the race for Georgia State Senate District 38. The move comes in response to a federal judge accepting redrawn legislative districts, drawing him out of House District 61. 


Kemp’s decision to pursue the Senate seat aligns with his unwavering dedication to serving the needs and aspirations of the residents in the newly defined boundaries of Senate District 38. Kemp, who ran in 2022, will bring his years of experience as a teacher, principal, education advocate, government official, and community leader to the Georgia Senate.


RaShaun Kemp expressed gratitude for the overwhelming support received during his time campaigning for House District 61 and remains determined to continue his advocacy on a broader scale in the Senate. He firmly believes that by representing Senate District 38, he can address his community’s pressing concerns more effectively and contribute to the state's positive growth and development. 


"I'm running because it is shocking that our children have fewer rights today than we did years ago. It is time to have representation that shows up for us because better is before us,”  Kemp said.“Together, we will address healthcare disparities, work to reduce economic inequality and improve and invest in our public schools. Ultimately, we are building a better, more inclusive Georgia for all."
